Are these postcards that have been written on?.. Do we send them off in an envelope?.. Because I have both new and used old cards that I could swap..

This would be unused postcards that you don't want anymore. Look at your partner's profile to see if they have a preference or are collecting a certain type of pc that you may have on hand.

Can I assume from the description that this means to send 3 postcards each to 3 partners rather than 3 postcards total (1 each), right?

Yeah, 3 postcards in an envelope to 3 people (9 total). These should not be written on.
